Jacqueline C.K. Lam is a Research Affiliate at MIT CEEPR, a Visiting Associate Professor in the Department of Computer Science and Technology at the University of Cambridge, and an Honorary Associate Professor in the Department of Electrical and Electronic Engineering at the University of Hong Kong (HKU). She is concurrently a Visiting Scholar at the Center for Advanced Study in the Behavioral Sciences (CASBS) at Stanford University. Trained in environmental management at the Faculty of Architecture, HKU (PhD), she works at the intersection of energy and environmental policy, health, data science and AI.
Since 2013 she has been a Visiting Senior Research Fellow and Associate Researcher at the Energy Policy Research Group (EPRG), Cambridge Judge Business School. She was previously a Hughes Hall Fellow at Cambridge (2012–2013) and a Visiting Scholar at MIT CEEPR (2019–2020). She co-directs the HKU-Cambridge Clean Energy and Environment Research Platform and founded the HKU-Cambridge Joint PhD Pathway with EPRG. She is an Area Editor for Data & Policy (Cambridge University Press) and has edited special issues on AI for environmental decision-making (Environmental Science & Policy) and generative AI for sound decision-making (Data & Policy).
Her energy policy research spans wind and nuclear energy development in China and other parts of the world, fairness-based time-of-use tariff design, environmental regulation and environmental inequality. At MIT CEEPR, she plans to develop a fairness-aware framework for integrating data-center flexibility into electricity demand response with Prof. Christopher Knittel and others. The framework asks whether the value of flexible compute is fairly shared among data centers, and whether both utilities and data centers end up better off than before. Her work appears in IEEE Transactions, Data and Policy, Energy Policy, Applied Energy, Renewable and Sustainable Energy Reviews, Environmental Science & Policy, Environment International, and Nature Portfolio journals, including Scientific Reports and Humanities and Social Sciences Communications.
She is also Co-Founder and Chief Operating Officer of ElohaX Ltd., an AI-driven drug discovery start-up, and with Professor Victor O.K. Li and their team, she has won four consecutive US National Academy of Medicine Healthy Longevity Catalyst Awards (2021–2024).
